Introduction : The Government of Maharashtra (GoM) has adopted the formal policy of assign responsibility for the operation and maintenance of minor irrigation schemes to the farmers, who will be organized in competent water users Association (WUAs). As part of the implementation of this policy, the GoM and KFW, German Development Bank are undertaken the minor irrigation programme Maharashtra (MIP-M)
The over all goal of MIP-M is increased small farmer’s income through sustainable irrigated agriculture. To achieve this over all goals the objectives MIP-M are
- To increase the irrigated area by 7800 ha
- To double the cropping intensity
- To double the average crop yield
It is envisaged that 51 minor irrigation schemes (MIS) average command area of 153 ha / MIS will be constructed in 14 District in Maharashtra with their operation and maintenance (O&M) being carried out by WUAs.
To facilitate the development of sustainable irrigated agriculture in the schemes, MIP-M has developed a participatory irrigation development and management (PIDM) approach aimed at effective involvement of all concerned farmers and women in all stages of planning, designing and constructing and managing their MIS as well as the development of irrigated agriculture its implementation is being achieved to the joint efforts of all stake holders, namely MI(LS) division of rural development and water conservation department (RD&WCD), the scheme wise appointed non governmental organizations (SNGO), the taluka office of the department of agriculture, the WUAs and individual farmers.
